As a biennial, the foxglove will form a rosette of leaves in the first year with the flower stalk following in the second year.  The foxglove is originally from Europe.  Foxgloves will self-seed pretty readily so deadheading is important to avoid new seedlings in the spring.  Beware that foxgloves are poisonous to eat.
