The gray-headed coneflower is more closely related to mexican hat than to most other coneflowers.  It germinates best if direct sown in the autumn.  If planting in the spring, cold stratification is necessary for 6 to 8 weeks.  When planting, keep in mind that gray-headed coneflowers grow tall and will reach heights of 3 to 6 feet.  Blooms in mid-summer, but does not typically bloom from seed the first year.
